Import License Recommendation

The Import License Recommendation is an official endorsement issued by the Myanmar Garment Manufacturers Association (MGMA) for member factories engaged in Cut-Make-Pack (CMP) garment manufacturing. This recommendation is required when applying for an import license and must be obtained through the MGMA Online Portal.

To streamline the process, MGMA has developed and actively maintains an online system where member factories can submit their applications for an Import License Recommendation. This digital platform ensures an efficient, transparent, and standardized process for garment manufacturers.

Why the Recommendation is Required?

The necessity of an Import License Recommendation arises from the CMP business model, which operates on a 100% re-export basis. Under this model, garment factories import raw materials—such as textiles—exclusively for the production of garments destined for export. These imported materials are not intended for sale in the local market.

To support this export-driven industry, the government grants tax exemptions on raw material imports. However, to prevent misuse, it is essential to verify:

  • Whether the type of raw materials being imported is genuinely required for the specified garment production.
  • Whether the imported quantity is reasonable in relation to the number of garments to be manufactured.

The MGMA Import License Recommendation serves as a validation mechanism to ensure compliance with these regulations, facilitating smooth and efficient importation for CMP businesses.
