
The Myanmar Garment Manufacturers Association (MGMA) is committed to upholding sound industrial relations within the garment sector. Recognizing that stable and constructive labor relations are critical not only for the industry’s development and attractiveness to foreign investment, but also for the country’s broader economic stability, MGMA plays an active and strategic role in fostering a positive industrial environment. This commitment is carried out through two core initiatives: monitoring and support.
Monitoring: Under its monitoring efforts, MGMA has developed the Voluntary Labour Compliance Assessment (VLCA) program in collaboration with, and with the support of, the International Labour Organization (ILO)’s Bureau for Employers’ Activities (ACT/EMP). Although the program is voluntary for the industry as a whole, participation in the VLCA is mandatory for all MGMA member factories. The VLCA is conducted annually to help factories assess and improve their compliance with labor standards, thereby reinforcing trust, accountability, and transparency within the industry.
Support: As part of its support services, MGMA also launched the Employers’ Package (MGMAemp)—again in partnership with ILO ACT/EMP. This tailored service package is designed for employers in the garment and other labor-intensive industries. It focuses on three key areas: providing accurate information and expert advice, assisting with dispute resolution, and offering training and development programs. MGMAemp helps member factories strengthen their understanding of labor laws, workplace relations, and corporate social responsibility, equipping them to build sustainable and compliant operations.
