Admission and annual membership fees of Myanmar Garment Manufacturers Association are:
- Foreign Investment or Joint Venture
- Admission: 100,000 MMK
- Annual: 300,000 MMK
- Local Investment (Myanmar Company)

In addition to the above admission and annual membership fees, it is also required to pay participation fees for training courses and other activities. The participation fee rates are as follows:

What kinds of information are in the Member List book?
The MGMA Member List book includes the names, addresses, contact details, export countries, product types, number of workers, and other relevant information about MGMA member factories.
Is the MGMA Member List book for sale? If so, how much is it and where can I buy?
Yes, the MGMA Member List book is available for purchase. The price is 50,000 MMK for MGMA members and USD 35 for non-members (also payable in MMK based on the current exchange rate). As a supplier or buyer, if I want to place an order, how can I find out which factory produces what type of garments?
You can find information about which factory produces what type of garments in our MGMA Members List book and the sourcing directory page on this website.
Is it required to notify the association in case of temporary or permanent factory closure?
Yes, it is required. Member factories are obligated to inform MGMA in the event of either temporary or permanent closure.
Import License Recommendation
How can I apply for CMP import license recommendation through the online system?
You need to be a member of the MOC’s Trade Net 2.0 system and submit your application via the MGMA Online Portal.
What time can I apply for a CMP import license recommendation through the online system?
You can submit your application 24/7 through the online system. However, MGMA will review and approve applications only on weekdays.
How many types of recommendation services are available for the CMP import license?
There are two types of recommendation services available: Normal Service and Express Service.
What are the differences between Normal Service and Express Service for the CMP import license recommendation?
The two types of CMP import license recommendation services—Normal Service and Express Service—differ in both processing time and service fees.
Normal Service: The recommendation will be issued within 48 hours from the time of application. The service fee is 20,000 MMK per recommendation.
Express Service:
- Applications submitted before 12:00 PM on working days will be processed on the same day.
- Applications submitted after 12:00 PM will be processed by 12:00 PM on the next working day.
- The service fee is 80,000 MMK per recommendation.
For the CMP import license recommendation service, is there a designated bank for making payments through the system?
No, there isn’t a designated bank. Payments can be made using an MPU card from any bank that has E-Commerce enabled.

Yes, amendments are allowed if the raw material to be amended has a zero balance. To make amendments, you must log in and update the information through https://mgmaonlineportal.com/member/login.

Required documents for Repair & Return recommendation are:
- A letter on the company’s letterhead containing details such as the Allowed Shipment (ED) number and date, quantity of goods to be returned, reason for the return, and the destination country for re-export.

How to apply for a Country of Origin?
Country of Origin can be applied through the online system at https://member.umfcci.com.mm/#/access/signin and required documents are:
- A letter on the company’s letterhead containing details such as quantity, the destination country for export, and so on.
- Copies of the Invoice & Packing List.
- A copy of the Bill of Loading (BL).
- A copy of the Allowed Shipment (ED).

How can member factories access information about import and export?
Member factories can access import/export information through the MGMA Online Recommendation Service (Viber Channel), the MGMA Facebook Page, and the association’s official website.
KG Clearance
What is KG Clearance?
KG Clearance refers to the verification process conducted to ensure that CMP factories, which are allowed to import raw materials (e.g., fabrics) tax-free under the condition of 100% re-export, have actually re-exported the finished goods. The quantities of imported and exported materials are usually compared and calculated in kilograms (KG), which is why the process is called KG Clearance.
Is there a specific timeline or deadline for KG Clearance?
Yes, there is. For each quarter of the year, CMP factories are required to submit their KG reports to the MGMA office within the following 45 days. This submission is part of the KG Clearance process.
CMP factories must provide the Release Orders (ID) and Allowed Shipments (ED & BL) for the imported and exported goods handled during each quarter as follows:
- For January, February, and March — submit by May 15
- For April, May, and June — submit by August 15
- For July, August, and September — submit by November 15
- For October, November, and December — submit by February 15 of the following year
These documents must be sent to the MGMA office in order to complete the KG Clearance process.
Is there a minimum percentage of imported materials that must be re-exported?
Yes. At least 70% of the total imported materials (in kilograms) must be re-exported.
Can I apply for an import license recommendation if my export volume is below 70% of the imported quantity?
No, you cannot. If your export volume is below 70% of the imported quantity, you will not be able to proceed with a new application for the license recommendation after logging in at https://mgmaonlineportal.com/member/login.
Do CMP factories need to complete KG Clearance for raw materials purchased locally?
Yes, they do. KG Clearance must be completed by submitting the relevant sales invoices for the purchased materials.

How can I check my company’s KG Clearance result?
The import and export records (Release Order (ID) and Allowed Shipment (ED & BL)) submitted by CMP factories for each quarter will be reviewed within the following quarter (e.g., for the months of January, February, and March, the review will be completed within April, May, and June) and uploaded the KG Clearance result to https://mgmaonlineportal.com/member/login. You can log in using your assigned username and password to check the result.
Training
Does MGMA have a training school? If so, where is that? Or, where can I attend training like sewing operator training?
Yes, MGMA does. MGMA has a training school called MGHRDC (Myanmar Garment Human Resource Development Center) at Saung Nit Bus Stop, Lower Mingalardone Road, Sint Ngu Ward, Insein Township, Yangon.
At MGMA’s MGHRDC training school, basic sewing operator, advanced sewing operator, industrial engineering (IE) and supervisor trainings are being provided regularly and labour law awareness and HR training are also organized occasionally.

How can I attend the basic sewing operator training? What are required?
You are invited to attend the Basic Sewing Operator Training at the Myanmar Garment Human Resource Development Center (MGHRDC), located at No. 400(B), Lower Mingalardon Road, Sint Ngu Ward, Insein Township.
- Training duration: 15 days
- Eligibility: Applicants must be between 16 and 40 years old
- Required Documents:
- Two passport-sized photos
- A copy of your NRC card
- A recommendation letter from your local ward administrative office
This training is free of charge, and each trainee will receive an allowance of 15,000 MMK upon completion.
- Training Schedule: Monday to Friday, 8:00 AM to 4:00 PM
- Note: No classes are held on Saturdays and Sundays.
- Accommodation: Dormitory facilities are not provided, but information about nearby hostels is available.
Male applicants are also welcome, though space is limited.
After completing the training, those interested in working at garment factories will be introduced to recruitment opportunities.

- From Non-Member Factory: 40,000 MMK

What is taught in the Advanced Motor Sewing Machine Training Course?
The Advanced Motor Sewing Machine Training Course includes both theoretical and practical lessons on the following:
- Operation and practice with:
- Buttonhole Machine
- Button Attach Machine
- Bartacking Machine
- 4-thread and 5-thread Overlock Machines
- 2-needle and Single-needle Auto Machines (including timed practice on 3 types of sheets)
- Practical sewing techniques:
- Sewing round pocket flaps, pleats, shoulder reinforcements, patch pockets, collar attachment, collar and band combinations, front placket installation, and methods for attaching cuffs, sleeves, and armholes
- Full construction of a shirt
- Basic zipper and concealed zipper installation
- Side pocket construction
- Skirt making:
- Complete skirt cutting and sewing process
- Special techniques:
- Two types of sailor collar construction
- Full and flat welt pocket sewing techniques
- Inserting a flap into a welt pocket
Additionally, depending on the trainee’s skill level, training on sewing style pants may also be provided.

- Eligibility: Applicants must be between 16 and 40 years old

- Education Requirement: Minimum middle school education

What Kind of Service-Oriented Activities and Events Does MGMA Provide?
As part of its service orientation, MGMA regularly organizes annual events such as the Annual General Meeting (AGM), New Members’ Orientation, and Members’ Day.
Starting from 2023, MGMA has also been hosting the Made in Myanmar Garment Exhibition every December.

How Does MGMA Ensure That Garment Factories Comply with Labour Laws?
MGMA implements the Voluntary Labour Compliance Assessment (VLCA) to ensure that its member factories respect and comply with labour laws. VLCA is an annual assessment process through which member factories evaluate their own adherence to labour law requirements.
In addition, MGMA provides services under the Employers’ Package, which includes:
- Labour law advisory services
- Support with documentation
- Training programs
- Assistance in resolving labour disputes
Moreover, MGMA regularly organizes awareness programs, seminars, and training sessions related to labour laws and Corporate Social Responsibility (CSR) to further promote compliance and best practices among member factories.

Is VLCA Mandatory? If Yes, How Should It Be Completed?

Are MGMA Employers’ Package Services Free? How Can These Services Be Accessed?
MGMA Employers’ Package services are not free. Fees are charged based on the number of workers in the factory, according to an appropriate rate scale.

Can I Report Labour Issues to MGMA?
Workers and management staff working at MGMA member factories can report any violations or breaches of labour laws to MGMA. Complaints can be submitted by filling out the MGMA Complaint Form available online.
